Fort A.P. Hill won the Secretary of Army Environmental Award in the team category for Environmental Restoration for the successful execution of an installation-wide Resource Conservation and Recovery Act Corrective Action Program.

Terry Banks, Environmental and Natural Resources Division chief, and Sergio Sergi, environmental engineer and compliance branch chief, implemented an innovative approach by partnering with EPA Region III through the Facility Lead Program at closed landfills, wash points, fire training areas, and wastewater treatment plants across the 75,794-acre post, which borders Caroline and Essex counties.

“This award illustrates Fort A.P. Hill’s proactive approach which enabled the installation to partner with both regulators and stakeholders to reduce costs and to protect human health and the environment,” Banks said.

The post leads as the first in the Department of Defense and the only Army installation to participate in the EPA Region III Facility Lead Agreement program. Region III includes Delaware, Washington, D.C., Maryland, Pennsylvania, Virginia and West Virginia.

The Facility Lead Agreement program allowed the post to expedite a management and investigative approach while scheduling and conducting cleanup activities. Use info below to describe the FLA program.

Fort A.P. Hill is a Regional Collective Training Capability Center that provides realistic joint and combined arms training support to America’s Defense forces. The program increased and enhanced beneficial reuse of the identified sites for mission- related training and operations resulting in the availability of an estimated 300 acres for recreational and mission-related activities.

Due to Fort A.P. Hill’s innovative approach, the team saved about $1.5 million in cleanup costs compared to a typical EPA cleanup costing. In addition, the team would save approximately $2 million over 10 years in long-term monitoring and maintenance requirements.

In addition to the cost-savings, the time to reach clean-up objectives was cut in half as compared to a typical cleanup. Radford Ammunition Plant utilized lessons learned from Fort A.P. Hill’s program, resulting in cost and time savings.

The Secretary of Army Environmental Award recognizes and rewards excellence for the development, management and transferability of environmental programs that increase environmental quality, enhance the mission and help make the Army sustainable. Other winners include: Pennsylvania Army National Guard, Scranton Army Ammunition Plant, and U.S. Army Installation Management Command garrisons Fort Hood, Fort Stewart, U.S. Army Garrison Hawaii.

FORT A.P. HILL, Va. – Fort A.P. Hill celebrated the completion of a bridge and employee relocations to new workspace with both ribbon cutting and log cutting ceremonies Friday.

Lt. Col. Jack Haefner, Fort A.P. Hill garrison commander, and representatives from the Directorate of Public Works and Directorate of Plans, Training, Mobilization, and Security joined to cut a ribbon tied to Burma Road Bridge near Pender Camp Friday.
The bridge was replaced to better support the Warriors traversing the road with Stryker vehicles heading to training areas to include Pender Camp.
The original steel beam and concrete structure built in the 1960s could support up to 24 tons. Today, the $637-thousand dollar bridge supports up to 40 tons. Fort A.P. Hill contracted with TMG Services, Inc., which has a local satellite office in the Town of Bowling Green, for the project, according to Jean Schofield, Fort A.P. Hill contracting officer’s representative for the project.
Following the ribbon cutting, the garrison commander traveled to the Dirt Bridge Road Building where a log and saw awaited him.
Larry Capelle, forest manager, was the first to join Haefner in sawing the log, celebrating the joint move of Forestry and Fish and Wildlife sections to the building. Capelle was soon followed by John Yowell and Ben Fulton of the fish and wildlife section and Anne Ulrey, assistant forest manager.
The two sections moved into the building in December. The building was previously owned by the Boy Scouts of America and was occupied by BSA staff over the years for the planning of the National Scout Jamborees. BSA turned the building over to FAPH, providing more office space for the Environmental Division staff, according to Fulton
Fulton was delighted with the new workspace as opposed to a World War II building he previously occupied. Now, both natural resource programs operate out of the same building.
“We can work closely on forestry and wildlife programs,” Fulton said.
No renovations were necessary prior to the move–only repainting and carpet cleaning, according to Fulton.
Haefner noted the focal point of both ceremonies was to celebrate success.
“It’s a great way to celebrate the human effort that goes into making this great Fort A.P. Hill,” Haefner said.

All are welcome to join the Town as it rings in the Christmas Season with activities starting at 11 a.m. that continue throughout the day. There will be a Holiday Art Exhibition and Sale at the Bowling Green Town Hall, tours of the Historic Caroline County Courthouse with costumed interpreters, sale of handmade items by local artisans in the Caroline Museum Gift Shop located in the Caroline Museum and Cultural Center (Old Commissioner of Revenue Building), and the Christmas Parade.

This year’s theme is “Light Up Caroline With An Old Fashion Christmas.”
