Washington D.C. – The Center for Technology and National Security Policy (CTNSP) of the National Defense University (NDU) will be conducting a Technical Demonstration (TD) of an integrated Pre-Positioned Expeditionary Assistance Kit (PEAK) from 18-22 July 2011 at Fort A.P. Hill, Virginia. The TD will include a demonstration of the complete integrated kit and its component capabilities. These include: a water filtration system, a communication suite which consists of a deployable local cell phone network, a situational awareness component, and renewable power. NDU serves as the Technical Manager for the PEAK-Joint Capability Technology Demonstration (JCTD).
“PEAK” or Pre-positioned Expeditionary Assistance Kits is a JCTD tasked with demonstrating and transitioning an array of capabilities for field distributed essential services. PEAK will provide effective, low-cost and sustainable crisis services that support and build a key capacity in partner nations to promote security and stability within a theater of operations.
PEAK addresses the following problem: The capacity of US Southern Command (USSOUTHCOM), US Pacific Command (USPACOM), and US Africa Command (USAFRICOM) for promoting security and enhancing stability within their respective geographic areas of responsibility is constrained by a limited capacity for enabling scalable critical services during time-sensitive Humanitarian Assistance and/or Disaster
Response (HA/DR) events. PEAK aims to have these services pre-positioned and available to provide post disaster assistance to stressed populations within the first 72 hours of a natural disaster.
Representatives from the Office of the Under Secretary of Defense (OUSD) for Acquisition, Technology and Logistics (AT&L), United States Southern Command (USSOUTHCOM), Defense Advanced Research Projects Agency (DARPA), United States Agency for International Development (USAID), the University of Virginia’s Rapid Adaptive Needs Assessment (RANA) project mas well as additional government and contractor staff will be attending the technical demonstration.
The National Defense University is the nation’s premier center for Joint Professional Military Education. The University is an accredited graduate level-institution that provides an educational and research environment to prepare future leaders of the armed forces and civilian agencies for high level policy, command and staff responsibilities.
CTNSP investigates the implications of technological innovation on U.S. national security policy and military plans. The Center works closely with the science and technology community and takes on projects that bridge the gap between technology and policy. CTNSP aims to enable national security decision-makers and their staffs to understand emerging impacts of technology and integrate them effectively into policies.
